Effingham City Council members Tuesday made permanent the intersection of Evergreen Avenue and 4th Street as a four-way stop intersection.
The change to a four-way intersection was done temporarily due to the work to the north at 4th and Rickelman, but many favorable comments led the City to making the change a permanent one.
The Council also passed the budget for the fiscal year beginning May 1 and also approved a five-year capital improvement plan.
The Council accepted a quote for $18,950 for fire incident reporting software for the fire department; and approved a three-year contract with Kemper CPA Group for $68,000, $71,400, and $75,000. Also approved was the vacation of a portion of an alley north from Temple Avenue to an east-west alley at Main Street Apartments, allowing construction of additional apartments, and the rezoning of land at 711 South Cherry to allow replacement of a single-family home with apartment buildings. An award also was approved for the demolition of a structure at 711 South Park Street.
Council members recognized Kenny Cornell who retired after 26 years as a City employee, and recognized other City staffers for years of service milestones. The Council also purchased portions of land from a land trust to assist with improvements to the intersection of East Evergreen Avenue and Willenborg Street. Also approved was an agreement with Affordable Gas and Electric for natural gas for the City's use.
